WASHINGTON STATE TRAFFIC CONTROL REQUIREMENTS

Washington State follows the Manual on Uniform Traffic Control Devices (MUTCD) and supplements it with the Washington State Department of Transportation (WSDOT) Work Zone Traffic Control guidelines. Key requirements include:

Flagger certifications in Washington State are not permanent. They require renewal — typically every 3 years for ATSSA certification. Always verify that your flaggers hold current, unexpired certifications before deployment.

CERTIFICATIONS THAT MATTER IN WASHINGTON STATE

ATSSA Flagger Certification

The American Traffic Safety Services Association (ATSSA) Flagger certification is the national standard and is recognized by WSDOT and all Washington State agencies. Work Zone Traffic Control (WZTC)

OSHA 10 and OSHA 30

OSHA certifications aren't specific to traffic control, but they're increasingly required by GCs and public agencies as a baseline safety credential. OSHA 10 covers fundamental job site safety; OSHA 30 is the supervisory-level credential. Both demonstrate that officers understand hazard recognition and OSHA compliance requirements.

Flagger Instructor Certification

Having a Flagger Instructor on your provider's team matters for two reasons: it means the company trains its own flaggers to current standards, and it means certifications are maintained in-house rather than relying on periodic third-party training cycles.
